The only change is the time: They will be opening the gates @ 2pm instead of 4pm.  The Home Run Derby registration starts at 2pm and the Derby actually starts at 2:30pm. The Picnic Pavilion opens for us at 3:30 PM. Come to the gate located at the far end on the 3rd base side.</span></p>

Other family members are welcome to attend but the cost this year is $50.00 per person. I’ll front the money for the extra tickets but members must reimburse the PBA.</p>

			<content:encoded><![CDATA[<p>Over the past few weeks I have been kicking around  ideas of different group events that our membership can be involved in to help  foster some camaraderie  and as well as welcome some of our newer members to  our family.</p>
<p>I have seen an interest in a couple of ideas that I  am currently working on implementing.</p>
<p>The first is a Waterford Police Union/PBA Running  Team. The team would consist of Union/PBA members and their immediate family. We  would have schedule runs, starting with 5k (3.1 miles) and 10k (6.2 miles), on regular intervals. The specifics will be hammered out once I have enough interest in the team.</p>
<p>The second even I have seen some interest in is  entering a bowling league. I am currently checking the availability of league  formations at the Holiday Bowl, located in Groton, Ct.  As it look right now, they are forming leagues for a planned start of around May 11<sup>th</sup>.  The leagues costs less than $20.00 per person per week (these fees may be  covered by our membership pending a vote).  The league requires teams to have about 3 to 4 people on a regular basis and up to 6 so that we can have substitutes, in case members are working and cannot make a game. At the  end they are monetary prizes for the teams who place.</p>
<p>Additionally I want o plan a semi-formal  dinner/dance even that would bring together various local law enforcement agencies,  included Stonington, Groton, New London, East Lyme, and Montville.</p>
<p>As usual I am planning the same Lake Compounce trip  to coincide with the Law Enforcement Memorial Day at the park, which is  usually in the June. No dates has been provided to me as of yet.</p>
<p>Please let me know if you have any interest in the  running team and the bowling team. The Running Team can be started whenever we  get a group, but there is a time constraint on the bowling league because we  have to meet their schedule. So the sooner the better. Also if we get enough  interest in the bowling team we can try and start our own “Police League” and battle other agencies, which could be fun as well. As for the other  events anyone with ideas or wishing to help, please let me know.</p>

			<content:encoded><![CDATA[<p>To the Members of the Waterford Police Local,</p>
<p>I have been the President   of the Norwich Police Union, UPSEU-Local 104, since 2007.  Prior to   being represented by UPSEU, the Norwich Police Union was represented  by   IBPO.  In 2005, a large portion of our membership was unhappy with   the representation of IBPO and researched the possibility of a new   affiliation.  IBPO invoked a &#8220;raid clause&#8221;, which they denied   doing, of course, and prevented the Norwich Police Local   from moving toward new affiliation with Council 15, which was the only   other Union in town.  This was a   blessing in disguise, as this is how the relationship with UPSEU was  formed.</p>
<p>UPSEU, a well organized and   respectable labor organization was new to CT but very successful in  New York..  UPSEU-COPS   Division was created specifically for labor issues associated with law   enforcement and policing.  Several members of the Norwich Police Union   met with UPSEU-COPS Division representatives and the information  sharing   process began.  This did not go unnoticed by those resistant to   change.  There was much debate, which was contentious to say the   least.  Some of those debates led to headlines in the regional and   national media.</p>
<p>The day came to for the   Norwich Police Union members to cast their vote.  In the end UPSEU was   elected by more than a 2/3 majority.  Instantly, labor relations with   the City of Norwich   changed.  Over the years, the US vs. Them approach to Labor   Relations has all but disappeared.  UPSEU-Local 104 is viewed as a   viable, responsible and professional labor union.  Local   104 and the City of Norwich   have been able to resolve issues with dialog and negotiation as   opposed to lack of discussion and the grievance procedure.    The Chief of Police has established Management and Labor Committees to   discuss any and all topics concerning the welfare of the   department.  Through this process, significant changes have been made  in   the Norwich Police Department that have been embraced by Labor and   Management.  Grievances are at an all time low and the Collective   Bargaining process is respectable and legitimate.</p>
<p>In 2009, with the guidance   of UPSEU-COPS Director Ron Suraci, Business Rep. Mike Lewis and the  entire   UPSEU legal team, the Norwich Police Union ratified a Contract that  was   approved by 98% of the body.  Some of the &#8220;Old   Guard&#8221; suggested this was the best contract they had ever received   as a member of the Norwich Police Department.  To date, all is well   and we expect it to stay that way as we continue our successful  relationship   with the staff of UPSEU and the COPS Division.</p>
<p>Lastly, I would like to add   that this in no way a sales pitch for UPSEU or the COPS Division.    The research and comparisons must be left up to those making the  decision on   their representation.  This was spelled out to our membership loud and   clear when we were adressed by Kevin Boyle, Jr., the President of   UPSEU.  Kevin did not only suggest we shop around for the best   representation but implored us to do so.  He did add that this was   his expectation and we would find the best representation in UPSEU   and as it turned out he was right.</p>

			<content:encoded><![CDATA[<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: small; font-family: Calibri;">Last year the PBA did a Defenders game which had a good turnout but the event was not directly associated with anything related to Police. I had the opportunity last year to also attend a FOP sponsored event at Lake Compounce, that was a great family fun event accompanied by a Candle Light Vigil to salute our fallen brother and sister officers. </span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: small; font-family: Calibri;"> </span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: small; font-family: Calibri;">The tickets are $30.00 a person, children under 3 are free, as long as we’re in the 1<sup>st</sup> 300 people. This should not be a problem, as I was a lat entry last year and still received the 30 bucks a person ticket.  The ticket includes 2 buffet style meals (lunch and dinner), admission to the park, a parking voucher, and all the soda/water you can drink for the entire day. This price is the same as what the PBA  paid for the Defender’s game last year. I was thinking this would be an event for us this year. AS some of you are PBA brass and some are Union brass, I wanted to get your thoughts on splitting the cost of this event for all those who want to attend. I would keep with past practice in stating that the UNION/PBA will pay for members and immediate family only. Others may attend, but the cost of non-members would be reimbursed by the individual ( So we can buy all the tickets together). Also all the money goes directly for tickets, meaning the only group making money is the park. </span></p>

Let me know I want to put out a sign up list by the end of May so I can get our tickets set aside early.</span></p>

<p>I hope everyone who attended the Defenders game at Dodd Stadium had a great time. I know the Silva&#8217;s did, although with my little ones we had to leave a bit early. I have had a chance to speak with some of you and its sounds like it was a hit, even with the luke warn BBQ chicken. I wanted to thank all who attended and hope that as we continue to put these events together our number grow. <p>On anther note, shortly you may hear of Telemarketers calling to raise money for our PBA. In recent years our donations have slacked off in part due to a lack a mass mailing, but under current law we can not make the statement &#8220;tax deductible donation&#8221; in our mailings. I have met with the other PBA&#8217;s and found a company that raises a comfortable amount of money with limited complaints. This is a one time deal, a trial run if you will and costs the PBA nothing. The PBA will get a list of those that have donated and based on the size of the donation we&#8217;ll send out thanks you, pens and stickers, and the like.</p>
<p>If anyone has ideas about fundraisers please feel free to pass the ideas along.</p>
